Background



OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management, and post-conflict rehabilitation. The OSCE Mission in Kosovo (OMiK) was established by the OSCE Permanent Council on 1 July 1999. As a distinct component of the United Nations Interim Administration Mission in Kosovo (UNMIK), it is mandated with institution- and democracy-building and promoting human rights and the rule of law.
Tasks and Responsibilities



Under the general administrative supervision of the Chief of Elections Section, the incumbent will directly supervise 8 staff and be responsible for the following duties:

  • Supporting management to implement technical transition of all OSCE electoral responsibilities to the Central Elections Commission and its Secretariat (CECS);
  • Managing the technical capacity building programme of the CECS; drafting overall plan of activities to strengthen the institutional capacity of the CECS to organise elections;
  • Providing assistance and on-the-job training to counter-part(s) and senior management in the CECS to strengthen their capacities to plan and implement elections and manage activities during non-electoral periods;
  • Supporting the design and management of Divisional programmes by drafting reports to evaluate problems and prepare solutions and adjust programmes as necessary;
  • Supporting inter-agency co-operation and stakeholder relations;
  • Supervising the work of the operations and administrative teams (4 international and 24 national staff);
  • Performing other related duties as required such as supporting staff hiring and management activities
Necessary Qualifications



  • University education in political or social science, international relations or other relevant field;
  • Minimum of six years of relevant professional and managerial experience with national and international organizations or NGOs with practical exposure to logistic and administrative aspects of project work preferably related to elections and electoral transition, preferably within the Kosovo context;
  • Demonstrable organizational skills and experience in change management;
  • Computer literate with practical experience in Microsoft packages;
  • Excellent written and oral communication skills in English; knowledge of other languages spoken in the Kosovo mission area would be an advantage;
  • Valid driving licence;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package



Monthly remuneration subject to social security deductions is about US$ 4,445 to which is added Board and Lodging Allowance (currently EUR 110 per day subject to change without prior notice). Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
